Improvements and Optimizations
- When a template is being used to create an alert, and the audio attachment on the template no longer exists, a message will be presented to the user when they attempt to send the alert to inform them that the file no longer exists.

Resolved an issue that caused the preview text character counter to be incorrect under certain conditions.

Resolved an issue that was resulting in a failure to post to the RSS feed when an alert was sent using the Send Alert form with the "Add Link" checkbox checked.
- The Public Signup form, Public User Details form, and the Public Signup Configuration form have been updated.
- Avalanche, Earthquakes, and Volcano have been removed as weather options.
- Only the weather options selected on the Public Signup Configuration form will be visible on the Public Signup form

The voice call status on the Alert Details page has been updated to provide more specific status information for voice calls.

Resolved an issue that was causing incidents to fail to appear in certain cases when viewing sent or received alert.

Resolved an issue on the History/Reports table that was causing sorting to only sort on the viewable items.
